Vous avez été arrêté à deux reprises ces derniers jours, à cause de vos actions de protestation contre le projet de loi sur les partis politiques...

En effet, j'ai observé un sit‑in devant l'Assemblée populaire nationale (APN) et j'en ai discuté à la mosquée le vendredi. Je pense que la nouvelle loi sur les partis politiques conçue par les janviéristes est arbitraire. L'article 4 exclut le retour du FIS, dirigeants et militants, qu'on dit impliqués dans la tragédie nationale. Or, il n'y a que la justice – et il faut qu'elle soit libre et indépendante – qui peut faire porter une telle responsabilité à quelqu'un et ainsi le priver de ses droits civils et politiques.

Il faut rappeler qu'après les manifestations de mai et juin 1991, nous avons été arrêtés et traduits devant des tribunaux militaires, qui sont sous la tutelle du ministre de la Défense dirigé par Nezzar à l'époque, et donc des tribunaux d'exception. Ils nous accusent d'avoir instrumentalisé la religion. N'est‑ce pas ? J'ai récemment lu une déclaration de Bouchachi à la presse. Il a souligné que lors d'une manifestation à Laghouat, un policier a évoqué devant les jeunes protestataires une fatwa émise par un mufti d'Arabie Saoudite, interdisant ce genre d'actions. Je me demande alors si le policier est soumis à des lois ou à une fatwa. Je me pose aussi une question : qui instrumentalise la religion, nous ou eux ? Qui a donné de l'argent aux zaouias ?


Les partisans de l'exclusion de l'ex‑FIS rappellent souvent votre soutien indéfectible aux militants ayant pris les armes à l'époque...

On ne les a pas soutenus. Je rappelle que le Front islamique du salut (FIS) a été créé par des civils. Ses statuts obligeaient ses membres à travailler dans le cadre des lois de la République. On avait le projet de fonder un État gouverné selon les préceptes de l'islam. Si le FIS constituait un danger, pourquoi lui avoir donné l'agrément ? Il y a eu des élections auxquelles il a participé. Les résultats validés par le Conseil constitutionnel l'ont donné gagnant. C'est le peuple qui l'a choisi.

Quand l’État a utilisé la violence en internant quelque 17 000 personnes dans les camps du Sud, incarcéré ces têtes pensantes et procédé à des arrestations dans les maisons, des jeunes ont pris les armes pour faire face à ce système. On parle toujours de la responsabilité du FIS mais pas de celle des généraux qui ont piétiné la volonté populaire. On pointe toujours du doigt les musulmans. Mais en Algérie, les gens ont pris les armes depuis 1962. C'est que le système politique règle les problèmes, depuis toujours, en optant pour des solutions répressives. Et celles‑ci appellent les solutions militaires...


Mais des documents compromettants, dont une lettre de vous, ont été retrouvés sur un terroriste tué…

La lettre dont vous parlez a été interprétée sous un angle sécuritaire et non politique. J'ai, effectivement, dit que si j'étais à l'extérieur [Ali Belhadj était alors en prison, NDLR], je serais monté aux maquis. Mais pour donner conseil et participer à la recherche d'une solution politique à la crise. Pour la vidéo, il s'agit d'un extrait d'une conférence de presse. J'ai bien dit que s'ils nous agressaient et nous privaient de nos droits par la force, nous allions passer à l'action. Mais même avec ça, on n'a pas porté les armes.

Je voudrais aussi dire qu’on n’est pas les premiers à avoir protesté à l'époque. Et puis on l'a fait pour revendiquer un droit. Tenez, le mouvement des Arouchs par exemple. Des manifestations ont eu lieu après la mort du jeune Massinissa. Le gouvernement a négocié avec un mouvement qui n'a pas d'agrément, au palais du gouvernement, avec Benflis au début et puis avec Ouyahia. Le mouvement des Arouchs a pu obtenir le départ de la gendarmerie et institutionnaliser le tamazight en tant que langue nationale. Le FIS, qui avait gagné aux élections locales, de wilayas et législatives, n'a pas eu droit au même traitement.


L'action de ces groupes reste donc légitime, pour vous ?

Le FIS a été compréhensif à l'endroit de ces personnes opprimées que l'injustice du pouvoir a obligées à monter au maquis. On ne leur a pas ordonné de porter les armes. Mais quand ils l'ont fait, on leur a dit : puisqu’il y a une injustice, eh bien il faut la combattre ! On les a soutenus dans leur résistance contre le système. Et puis, pourquoi y a‑t‑il eu une la loi de la Rahma, puis la Concorde nationale et enfin la Réconciliation nationale ? Fera‑t‑on la même chose pour des criminels ? Le fond du problème a toujours été politique et on a constamment opté pour une solution sécuritaire.


C'est pour cela que vous n'avez jamais dénoncé le terrorisme ?

Ce n'est pas ma mission et cela n'aurait servi à rien. Ma mission est de trouver une solution politique. Il ne faut pas oublier que moi aussi, on m'a emprisonné pendant douze parce que j'ai faisait de la politique.


Il y a eu près de 200 000 morts pendant les années 90. Vous étiez très influent à l'époque. N’était‑il pas nécessaire de condamner le terrorisme pour arrêter l'effusion de sang en Algérie ?

Quand il y a un conflit entre l'État et un groupe, c'est normal qu'il y ait des victimes. Je répète, ma mission n'est pas de le condamner. Nous avons voulu une solution pour tout le monde. On a participé aux négociations autour du pacte national avec Zeroual. Le système a voulu obtenir une condamnation puis faire ce qu'il voulait avec eux.


Vous avez toujours des ambitions politiques...

Avoir des ambitions politiques est légitime. C'est un droit. Une fois, un général est venu discuter avec nous. Il nous a accusés "d'aimer la chaise" [le pouvoir, NDLR]. Je lui ai répondu en lui disant ceci : et vous, vous préférez les "tabourets" peut‑être ! Oui, on s'accroche au pouvoir, mais pour servir notre nation. Ils ne peuvent pas me "complexer". Je veux faire de la politique et être président de la république, et alors ?


Vous animez souvent des halaqate. On vous l’a pourtant interdit...

Ce ne sont pas des halaqates. Quand j'ai des observations sur ce qui se passe dans la société, dans la politique intérieure ou extérieure du pays, j'en parle, le vendredi, après la prière. J'ai le droit d'exprimer mon point de vue. C'est ça la liberté d'expression dont ils parlent, non ? Personne ne peut m'interdire de parler, à moins de me tuer, de m’emprisonner ou de m’exiler. C'est ce que je leur ai dit.


Le FIS a perdu sa popularité au fil des ans, vous avez même été agressé lors des émeutes de 2011 à Bab El Oued. Vous croyez toujours au retour du FIS en politique ?

C'est faux ! Je n'ai jamais été agressé. Pour répondre à votre question, je dirai simplement qu'il faut nous redonner l'agrément et nous laisser nous approcher du peuple. Ce dernier donnera son verdict. Si le système pense que le FIS est fini, qu'il lui redonne l'agrément, ne serait‑ce que pour le mettre à nu devant l'opinion publique et même internationale. Je crois que les pensées peuvent être étouffées pendant un certain temps mais elles ne meurent jamais. Ils m'ont demandé de me retirer. Je leur ai dit que j'ai une seule condition : le départ de tous ceux qui ont participé à l'arrêt du processus électoral, militaires et civils.


Vous militez encore pour un État islamique en Algérie. La démocratie est‑elle toujours impie pour ?

C'est une question d'idées. La démocratie n'est pas une religion. C'est mon droit de penser que l'islam est meilleur, qu'il est parfait. Faire de la démocratie une religion est aussi un extrémisme.


Mais l'islam est consacré religion d'État par l'article 2 de la Constitution...

Mais dans quel sens ? Dans son sens occidental, selon lequel, la religion serait une relation entre la personne et Dieu. En islam, c'est différent. La religion est une relation entre la personne et Dieu, avec les autres individus, avec les gouvernants. L'islam propose un système de gouvernance, un système social et économique. C'est pour cela que je vous disais que c'est un problème d'idées. On doit s'asseoir et débattre ensemble. Vous savez, moi, je n'ai pas peur des laïcs parce que quand on définira le système de gouvernance comme étant laïque, on n'aura pas de ministère des Affaires religieuses. On ne nous imposera plus d'imams dans les mosquées. L'État n'aura qu'à donner des locaux aux quartiers et ce sont eux qui désigneront leurs imams. Pour l'instant, on vit dans un système d'intérêts. Il a été socialiste à un moment donné, puis impérialiste et maintenant, ils sont en train de préparer certains islamistes pour un nouveau changement.


Vous avez discuté avec certains d'entre eux ?

On ne peut pas dire tout ce qu'on sait... Il y a des choses qui se disent dans leur temps...


Ragaillardis par les victoires des partis islamistes aux Maghreb, les mouvements islamistes se préparent en Algérie pour les prochaines élections législatives. Pensez‑vous qu'ils ont une chance de se repositionner sur l’échiquier politique ?

Les partis qui ont réussi en Tunisie, au Maroc puis en Égypte sont venus après des révolutions ou un sérieux processus de réformes. Ils étaient bien évidemment exclus auparavant. En Algérie, ces formations politiques ont délaissé leur programme pour travailler sur celui du président. On ne va pas voter pour des partis qui ont participé au pouvoir et qui sont impliqués dans la corruption. Je parle de partis et pas de tous les militants. Il y a des gens intègres dans chaque parti. Mais ils ne sont pas nombreux et ce ne sont pas eux qui prennent les grandes décisions.


Comment voyez‑vous l'évolution de la crise en Algérie ?

La crise en Algérie est politique. Il faut que toutes les parties s'impliquent pour trouver une solution. Les idées, des uns et des autres, doivent être proposées lors d’un congrès. Je répète, il ne faut marginaliser aucune partie, même les extrémistes. Il faut une assemblée constituante. Sinon, il y aura une explosion, c'est une question de temps. J'espère qu'ils vont s'en rendre compte et se retirer. Sinon le déluge va tous les emporter.


Vous pensez qu'il va vous épargner ?
