L’Anavad (le Gouvernement Provisoire Kabyle) s’insurge contre la politique de persécution systématique des citoyens kabyles par l’Etat Algérien. En effet, ces derniers jours il s’est mis à leur imposer des restrictions inacceptables contre leurs imprescriptibles droits fondamentaux et leurs libertés individuelles inaliénables. L’Algérie ne respecte aucune charte et aucune convention internationale qu’elle a ratifiées.
Dix (10) citoyens kabyles, accusés d’avoir transgressé le mois de jeûne des musulmans en s’alimentant durant la journée, seront traduits le 08 novembre 2010 devant un tribunal en Kabylie pour motif de « dénigrement et non respect des préceptes de l’islam ». Pendant ce temps, deux autres citoyens kabyles attendent toujours pour comparaître le 21 septembre prochain, date du procès qui leur est intenté pour les mêmes motifs par le Procureur de la République.
On aurait pu croire que ces atteintes aux libertés individuelles se déroulaient en plein maquis des terroristes islamistes, qui les jugeraient pour apostasie par un tribunal illégal et autoproclamé. En fait, ces citoyens, jouissant théoriquement de tous leurs droits civiques vont être jugés par des tribunaux réguliers de la République Algérienne Démocratique et Populaire.
La culture kabyle empreinte de l’esprit de tolérance et de respect de l’autre, dérange au plus haut point le pouvoir algérien. C’est pourquoi le régime d’Alger utilise tous les moyens à sa disposition : école, médias, mosquée, corruption et répression pour "normaliser" la seule région qui s’oppose à la fois à la dictature des militaires et aux velléités des islamistes d’instaurer un État théocratique, calamiteux pour l’ensemble des pays de la région et du bassin méditerranéen.
La Kabylie est ainsi prise en otage par les islamistes terroristes d’Al Qaeda d’une part, qui sèment encore quotidiennement l’insécurité et la désolation, et d’autre part, par les "services de sécurité" d’une République indigne de ce nom Au moment où l’Etat est censé garantir et protéger les droits fondamentaux et les libertés individuelles des citoyens, ses institutions scélérates livrent tout un peuple à la vindicte des hordes sanguinaires en leur indiquant les cibles à abattre. Le peuple kabyle, excédé par ces récurrents dépassements, n’a d’autre recours que son Gouvernement Provisoire, établi en exil, pour faire entendre sa détresse. C’est pourquoi nous vous en informons solennellement.
Nous en appelons aussi à l’opinion internationale et aux instances habilitées de l’ONU ; aux organisations internationales de défense des droits de l’Homme ainsi qu’à toutes les femmes et les hommes prêts à se mobiliser pour faire cesser ces agressions incessantes et intolérables contre la Kabylie, le dernier bastion des valeurs universelles dans cette aire géopolitique.
Nous en appelons à une intervention énergique et conséquente de l’ONU, à l’Union Européenne et aux ONG chargées des Droits Humains afin de faire pression sur le régime d’Alger pour qu’il cesse immédiatement ses agressions.
Le Gouvernement Provisoire Kabyle entend prémunir la Kabylie contre les avanies de ce régime criminel et veillera à protéger les valeurs universelles dans lesquelles le peuple kabyle se reconnaît pleinement.

The Anavad (the Provisional Government of Kabylia) is protesting against the policy of systematic persecution of Kabyle citizens by the state of Algeria. Indeed, these past days the Algerian government has began to impose unacceptable restrictions against people’s inalienable rights and liberties. Algeria does not respect any international convention and charter it has ratified.
Ten (10) Kabyle citizens are accused of having violated the Muslim month of fasting by eating during day time, they will be brought into court on September 8th 2010 in Kabylia on grounds of « defamation and breach of the precepts of Islam ». In the meantime, two other citizens are still waiting to appear in court on September 21 th, on the same accusations by the Prosecutor of the Republic of Algeria.
One could think that these attacks on civil liberties are taking place in the scrub of Islamic terrorists, judging them for apostasy and through an illegal and auto proclaimed court. In fact, these citizens, theoretically enjoying all of their civil rights are to be trialed by regular courts of the Democratic People’s Republic of Algeria.
Kabyle culture is a culture of tolerance and respect for others. It disturbs at the highest point the Algerian government. This is why the regime of Algiers uses all means at its disposal: school, media, mosque, corruption and repression to "normalize" the only region that opposes both the dictatorship and military ambitions of Islamists to establish a devastating theocratic state thus endangerind all countries of the region around the Mediterranean.
This is how Kabylia is being hickjacked: on the one hand by Islamist terrorists of Al Qaeda creating daily insecurity and destruction, and on the other hand by the "security services" of an unworthy republic. Knowing that each state is supposed to guarantee and protect fundamental rights and liberties of citizens, the population is left to the the bloodthirsty hordes supported by scoundrel governmental institutions even pointing defined targets. The Kabyle people is exasperated by these recurring overruns, it has no other mean than resorting to the Provisional Government established in exile, to voice their distress. Therefore we are informing you solemnly.
We therefore call upon international opinion as well as the authorities empowered by the United Nations, international organizations defending Human Rights and all women and men willing to take action to stop the incessant attacks and intolerable actings imposed upon Kabylia which is the last bastion of universal values in this geopolitical area.
We call for a vigorous and consistent response of the United Nations, the European Union and NGOs in charge of Human Rights to put pressure on the regime in Algiers to immediately cease attacks upon the people of Kabylia.
The Kabyle Provisional Government of Kabylia will protect Kabyle and Kabylia against the insults of this criminal regime and ensure the protection of universal values in which the Kabyle people truly believes.
