Le MAK a tenu son 2e congrès à Sahel, At Wizgan

A l’issues du congrès, Ferhat Mehenni est reconduit dans ses fonctions de présidence du Gouvernement Provisoire Kabyle pour un mandat de quatre années renouvelable une fois. Et Bouaziz Aït Chebbib est désigné président du Mouvement pour l’Autonomie de la Kabylie pour une durée de quatre années renouvelable une fois.





Extrait du procès-verbal du 2ème congrès du MAK les 9 et 10 décembre 2011 à Sahel, At Wizgan, Tizi-Wezzu

Conformément aux statuts de notre Mouvement, le village de Sahel (At Wizgan) a accueillit 308 congressistes du MAK venus de Tizi-Wezzu, Vgayet, Tuvirett, Stif et Vumerdas ainsi que les congressistes venus de la diaspora d’Alger et de France essentiellement. Les étudiants de Vgayet, Tubirett, Setif, Tizi-Wezzu et Alger y étaient également largement représentés.

Avant d’entamer les travaux du Congrès, Bouaziz Aït Chebib, secrétaire national à l’organique, a expliqué les raisons qui ont amené la commission de préparation du congrès à opter pour le village Sahel et le secret maintenu jusqu’à la veille du congrès pour en divulguer le lieu. En effet, le congrès Ayant été annoncé à Tuvirett, le pouvoir a exercé d’énormes pressions sur les propriétaires de salles susceptibles d’accueillir les congressistes du MAK à Tuvirett dans le but avoué de les dissuader de louer leurs locaux pour cet évènement dans la région.

A 11h30, les congressistes ont procédé à l’élection d’un bureau de congrès composé d’un président de congrès, Razik Zouaoui, Secrétaire National à la promotion de la culture et de la langue kabyle, secondé par Mohand Boukla et par 4 assesseurs.

Puis les travaux du congrès ont débuté par l’hymne kabyle et par une minute de silence en hommage aux Martyrs de la Kabylie et aux victimes du racisme d’Etat et de l’intolérance religieuses, assassinés par le pouvoir raciste d’Alger ou par ses relais terroristes.

Le discours, entièrement en Kabyle, de Ferhat Mehenni, président statutaire du mouvement, a été ensuite retransmis à l’assistance par une vidéo où il dressait un rétrospectifs détaillé des actions et des activités du MAK depuis sa création. Il a particulièrement insisté sur la nécessité d’une auto-évaluation du mouvement sur le plan politique, organique et financier qui permettrait au mouvement d’opérer les réajustements nécessaires à même de le mettre en phase des aspirations du peuple kabyle en lutte pour son autodétermination. Mouloud Mebarki, président par intérim du MAK, a ensuite pris la parole et a donné un aperçu succinct des actions réalisées par le mouvement depuis le congrès constitutif du MAK d’Ighil Ali en 2007.

Succédant au président par intérim, le bureau du congrès a procédé à la lecture des messages d’amitié et de soutien des personnalités et organisations étrangères : Rachid Ameur, militant autonomiste ; Vermondo Brugnatelli (Président de l'ACB-Italie) ; Antonio Cubillo fondateur du Congrès national des Canaries (CNC), mouvement indépendantiste des Iles Canaries, sous domination espagnole.

Arezki Bakir et Nafa Kirèche de l’Association des Kabyles de France (ASKAF) : militants de la diaspora kabyles de France. Ali Khadaoui poète amazigh du, Moyen Atlas (Maroc) un poète, un chercheur et un militant amazigh marocain. Ouzzin Aherdan : Amazigh du Moyen Atlas(Maroc), membre fondateur du CMA Maroc, Membre de la direction du Mouvement Populaire, directeur du journal Agraw amazigh. Jacques Simon, ancien militant de PPA-MTLD, historien spécialiste de l’Algérie contemporaine. Ali Benabbas, représentant du MAK /Belgique. Fédération MAK/ Amérique du nord. Section MAK/ suède. Lhacene Ziani : ministre. Lyazid Abid : ministre des relations internationales. Association n’Imazighen de Belgique. ACB-Italie. Mouloud Hemrani a délivré à l’assistance un message au nom du conseil universitaire de Tizi Wezzu où les étudiants, militants du mouvement, ont dressé un bilan détaillé de leur organisation suivi de propositions.

Par ailleurs, le président de la fédération du MAK -France, Abdennour Aouchiche, a dressé un bilan de la situation du mouvement en France où la Kabylie dispose d’une forte diaspora. Après la pause déjeuner, M. Hachim Mohand Ouamer , président du conseil national du MAK, a exprimé aux congressistes sa fierté d’appartenir à la famille autonomiste et a appelé à l’union de toutes les forces vives de la Kabylie en insistant sur la jeunesse qui est, selon ses propos, le moteur de la lutte pour l’ émancipation de la Kabylie.

Mme Kamira Naït Sid, vice-présidente du CMA, a réaffirmé aux congressistes le soutien indéfectible du CMA et a fait part de l’amitié et des encouragements du président du CMA, le libyen Fethi Ben Khelifa, ainsi que de ceux de Belkacem Lounes qui était son prédécesseur. Avant de passer à la deuxième étape des travaux du congrès (débats), le président du bureau du congrès à transmis à l’assistance la traduction française du discours d’ouverture de M Ferhat Mehenni, président (statutaire) sortant du MAK et président de l’Anavad.

Résolutions du congrès

1- Prôner l’autodétermination : Pour internationaliser la question kabyle, le 2ème congrès du MAK inscrit la revendication d'un statut de large autonomie dans le cadre du droit des peuples à l'autodétermination par lequel chaque nation choisit le statut politique qui lui sied.

Le droit à l’autodétermination présente deux dimensions : interne et externe. La dimension externe signifie que les peuples vivant sous l’occupation étrangère disposent du droit à l’autodétermination qui prend la forme d’indépendance totale. La dimension interne signifie que les communautés présentant des spécificités culturelles au sein d’un même pays disposent du droit à l’autonomie dans le cadre de l’Etat.

Conformément à la résolution 2625 (XXV) du 24 octobre 1970, intitulée « Déclaration relative aux principes du droit international touchant les relations amicales et la coopération entre les États conformément à la Charte des Nations-Unies » (La création d’un Etat souverain et indépendant, la libre association ou l’intégration avec un Etat indépendant ou l’acquisition de tout autre statut politique librement décidé par un peuple constituent pour ce peuple des moyens d’exercer son droit à disposer de lui-même), l'autonomie peut être la concrétisation d'une forme d'autodétermination et d'expression du droit des peuples à disposer d'eux mêmes.

2- Rejet de toute échéance électorale jusqu’au référendum d’autodétermination.

3- Exiger la démilitarisation de la Kabylie.

4- Approcher les amazighs de l’Afrique du nord pour les aider à fonder leurs gouvernements provisoires respectifs et travailler en collaboration avec la Kabylie pour accéder à leur autodétermination);

5- Création rapide d'une Ligue Kabyle des Droits de l'Homme.

6- Création d’organisations de masses kabyles.

7- Réaffirmer les points de souveraineté adoptés lors de la convention nationale kabyle : le kabyle est la langue nationale et officielle dans le futur état régional kabyle. La laïcité est son socle social et aucune religion ou dogme ne prévaudra en son sein. L'identité et tous les attributs y afférents sont des valeurs immuables de la nation kabyle.

En vertu des statuts amendés et adoptés en ce jour, le 09 décembre 2011 à Sahel, à l’exception d’une voix exprimée par une abstention, les militants congressistes du Mouvement pour l’Autonomie de la Kabylie ont consolidé M. Ferhat Mehenni dans ses fonctions de présidence du Gouvernement Provisoire Kabyle pour un mandat de quatre années renouvelable une fois.

Après l’élection du président du GPK, le bureau du congrès à ouvert la liste de candidature à la présidence du MAK. Le bureau a enregistré trois candidatures :

- M. Yacine Mohelbi, universitaire et journaliste, Mme Hassiba Abassène : cadre dans le secteur de la formation professionnelle.

- M. Bouaziz Ait Chebib, diplômé en sciences politiques, titulaire d’un D.E.S (diplôme d’études supérieures) en management et ancien enseignant en tamazight.

Bouaziz Aït-Chebib a été élu à une très large majorité au poste de Président du MAK. En vertu des statuts amendés et adoptés en ce jour, le 9 décembre 2011 à Sahel, les congressistes ont procédé à l’intronisation de Monsieur Bouaziz Aït Chebbib président du Mouvement pour l’Autonomie de la Kabylie pour une durée de quatre années renouvelable une fois.
